How can I repair the antlers on a outdoor deer statue made of cement?

There are epoxy glues that can hold a tremendous amount of weight - up to 1500 or 2000 pounds. They dry clear. There is a 5 minute epoxy that is clear and holds 1500 pounds. There is also PS 7 or PS 11 - those will hold an engine block together - one under water.

Best advice is go to your hardware store, tell them what you need and let them help you choose. Read the package to be sure it holds cement to cement. Also, check the color.
